Maryland's smoking ban, enacted in May 2007 and
effective February this year, has a provision that grants
waivers to bars if after two months smokefree they
can demonstrate a 15% loss of sales. (Not 30% which is
the tobacco-industry lie). The waiver is good for three years.
If, as Robert has maintained here so often, bars are
hurt by smoking bans, one...
