I saw this thing on electrical guitar once. It was installed down near the bridge and made the strings do vibrato, similar to the intro to that song peaches by presidents. It wasn't a bar, you pressed on it rapidly to produce the effects. What was it?

A friend of mine who is a great player showed me how to do some walk up/walk downs to add bass to my rather plain chord strumming. Unfortunately, he played them fairly quickly and by the time I'd gotten home, I couldn't remember much of anything he had shown me. Got a room in the basement I want to turn into a studio. Can I sound proof it for under 200 dollars? It has no exterior walls. But it's also very small so not a lot of absorbant space there. Any thoughts?
