When and how exactly did Chung become a fruitcake?

Many years ago Dr Andrew B Chung was given a beating for obstructing
traffic, not observing parking regulations and behaving in an unruly
manner. In the course of this beating it is believed that he sustained
trauma to the head, which unfortunately was not investigated further
and has resulted in his progressive mental decline over the years.

What I've heard, is that he thinks he was beaten to death by the police in
1997, then brought back to life by supernatural beings.

Do you have any details on what actually happened?

That would be Dr Chung's melodrama; no supernatural beings were
involved. He was subdued by a female officer following which he had a
panic attack.

Dr Chung refused to be examined.
