int'l bankers do. And so do the governments of foreign nations.

It's not a matter of criticizing the incompetent fools in the MSM and
"government,"
but rather, the notion of allowing *VERIFICATION* of statements. This
is the thing
that escapes the self-alleged courts and the various bar
associations. No one seems
to be able to teach "judges" what the truth is, or how to achieve it.

what data Richard Blumenthal could possibly have, in order to be

The FDA makes no comment, and the NIH makes no comment, nor to they
show any signs
of investigating the fraud of saying Lyme is only an inflammatory
disease, when

Russia plans to more than halve borrowings from World Bank - FM

WASHINGTON, April 13 (Itar-Tass) - Russia plans to more than halve
volumes of borrowings
from the World Bank from 300-400 million US dollars, provided for
earlier by the
cooperation strategy, said Russian Deputy Prime Minister and Finance
Minister Alexei
Kudrin.

"We are likely now to more than halve borrowings from the World Bank,"
said the
finance minister who had a meeting with World Bank president Robert
Zoellick on
Saturday. The sides discussed the credit policy, including funding of
programmes
entirely thanks to Russian funds with the participation of World Bank
specialists.

The Russian minister did not specify when cuts are made.

Turning to the question of paying the Russian debt to the World Bank
ahead of time,
Kudrin noted that this question had not been discussed during the
Russian delegation's
visit to Washington, including at the meeting with Zoellick.

Russian Deputy Finance Minister Dmitry Pankin explained that the
Finance Ministry
plans along with the World Bank "to scrutinise the list of loans"
which are planned
to be implemented in the near future. "Out of the list, we shall
leave, maybe, two
or three projects, on which it is impossible to defer the start of
projects and
shall implement them on conditions of minimum loans from the World
Bank," Pankin
said.

According to he deputy minister, the aim is 100-percent funding of
these projects
by Russia, including payment of consultative services of WB
specialists on all other
projects. This circumstance needs a change in normative acts,
including a Russian
government decision on order of cooperation with the World Bank. He
noted it is
highly improbable that the work would be completed by this autumn.

Russia sets the task in future to stop borrowings from the World Bank,
taking into
account the surplus of the federal budget.
