I do not think it is tarmac. Never heard of that over concrete. Then
again I am a neophyte on this subject.

I am leaning towards just asking them to cut to the chase and
jackhammer the sucker up and pour a new pad and finish it properly.
And without me sealing it this time to help them out. They have taken
far too much of my time already on this fiasco.
Unless you guys wanna hear more rants and whining, the jackhammer is
the answer.
