I just got the same reply from the sender. He said they can often be
quite slow but eventually they arrive.

They don't catch everyone, but those who get caught, pay for all the
others. I was billed around 350$ for 5 cigars a few years back. They
were from a friend in the USA. Those cigars I keep for a very special
occasion. ;-)

For those who ask, I could not refuse the package since they were sent
to my office and the University had already paid Canada Post. Lesson :
always use your home address, at leaast you'll be able to refuse the
package.

It was well documented in ASC at the time. Google it for details.
