They don't catch everyone, but those who get caught, pay for all the
others. I was billed around 350$ for 5 cigars a few years back. They
were from a friend in the USA. Those cigars I keep for a very special
occasion. ;-)
For those who ask, I could not refuse the package since they were sent
to my office and the University had already paid Canada Post. Lesson :
always use your home address, at leaast you'll be able to refuse the
package.
