Things are poorly. Big Pharma, the brains and leadership driving antismoking, has pulled
out. Money from the Master Settlement Agreement, which was intended to fund smoker
bashing, is being squandered on other things by state politicians.
In FY 2006, Illinois generated $913.4 million
from the tobacco settlement payments and
state tobacco taxes. The U.S. Centers for
Disease Control (CDC) recommends that
Illinois spend between $64.9 million and
$179 million per year for tobacco prevention
programs. Illinois has allocated $8.5 million
for tobacco prevention for fiscal year (FY)
2007, which is 13.1% of the
recommendation made by the CDC.
The annual program expenditures have
decreased each year since 2002.
