unregistered vehicle too. the governemnt is clamping down on welfare
payments being spent on booze etc by ensuring a certain percentage is in the
form of food vouchers. it may seem racist but they are starting with the
aboriginal community whose living standards and life span are much lower
than the natoinal average.
