I'm pretty sure it *is*, but it might just be a mix-up in your case.
I'm sure there's some wiggle room in the regulations; a merchant
can't be expected to ship an item before he runs your plastic, but
the way I've always played it is I don't run your card until the order
is pulled and sitting on the shipping bench. If the charge is declined
(and some are) I let the order sit for a day or two while I try to
contact the customer. (Of course, if it's a regular customer
with good history, I ship the stuff anyway, because I know he
needs his goods and we can fix the problem with the card
later.) Unless I know you and we've been doing business
for a couple of years, I will *not* ship anything before I run
your card. If I do, and the charge is declined, I'm shit outta
luck - you could be a deadbeat, the card could be stolen,
the account number you provided could be made up out
of thin air, it could be a debit card and there's not enough
money in your account to cover the charge, etc. In many such
cases, the chances that I can recover either my money or
the merchandise are vanishingly small. I don't ship before
I get paid, and I'd be foolish to do it any other way.

Like I said - they *have* to charge your card before they ship.
Anything else would be foolish. What's at issue here is how
rapidly they ship *after* your card is charged. If the item(s)
you ordered are out of stock, it would be completely unethical
for them to run your card and then wait until the item was in stock,
if the wait was beyond one or two days. In effect, they would be
obtaining an interest-free loan at your expense. And, of course,
they would be at the mercy of many other factors - their supplier
for the item may have told them it was shipped and that could
be bullshit; it may have been lost in the mail (or UPS, FedEx,
etc.), inclement weather could have delayed it, etc. That's
why it's not a good idea to charge your account until the
merchandise is physically present and ready to be shipped.
Things could *still* delay shipment, though - running out of
packing supplies, a sick employee, broken equipment, etc.

Not necessarily their fault.
You'd like to think that, in this age of nanosecond speed
and instant access, a transaction would show up immediately.
In fact, for most credit-card transactions, the money spends
24 hours in a holding account, where it earns interest for
the Federal Reserve. After the holding period, it's transferred
to wherever it's supposed to go. Hand-entered transactions -
where the card is not physically present, as in your case - have
extra levels of security, and this sometimes slows things down.
When I run someone's plastic, it often takes three or four days
before the money shows up in my store's bank account.
Refunds aren't any faster, either.

Before you freak out, you should call the folks on the other end.
Just ask them what's up. If you're all nasty and confrontational,
don't expect them to bust their asses taking care of your
problem. Ask to talk to a manager. Explain your concerns.
You might be surprised. Don't assume that they are crooks,
or that they're fucking with you. Find out.

Trust me, they didn't ship your order until the transaction cleared.
I'll put in a recommendation for Sweetwater, too. That's
a kickass company. I own a music store (well, a music
store minus guitars; I don't sell those, or drums, either)
so I get a lot of my gear at wholesale. When I want
something that I'm not a dealer for, I become a consumer,
just like you, and - just like you - I look for the best deal
and the fastest service. I've bought 5 keyboards from
Sweetwater, and they kicked ass *every* time. They
have great tech support, too. Next time you order,
call 'em on the phone; they often have deals that aren't
in the catalog or on the Web. My sales rep is Mark
Bruhn; ask for him and tell him Fat Willie from NBS
sent ya. Of course, you should call ME first, to see
if I carry what you're looking for. ;-)
