Seagull restaurant & fisherman's pier, CBBT, VA

I probably would have enjoyed the amazing vistas offered by the
skyline of Virginia Beach, the Atlantic Ocean,
and the sky. The food might have been enjoyable, too. I ran into a
few problems, however:

I approached from the north.
At the speeds allowed through the tunnel parts, it is easy to miss the
entrance to the public area.
The CBBT managers can't stripe an exit lane to the public area for
southbound travelers?

I found somewhere else to dine, fortunately.

Road, highway, and street maintenance or improvements fall to the
responsibility from the State level, on down to the city department of
public works Limited access highways usually fall to State, Port
Authority, or Federal administration. Chesapeake Bay Bridge and Tunnel
agencies may not be responsible to create an exit lane. It may fall
to State agencies and they may be the ones to contact about striping an
exit.
