I think the problem that many people have is that they think
the players all know each other and are members of some club. That's
not the case. When politician "a" does a favor for pol "b", and pol
"b" was asking it at the behest of a government agency or a corporate
entity, that corporate entity now has some degree of protection, since
if they're ever in trouble for anything even unrelated to that
"favor", they can threaten both pols "a" and "b" that they better help
them or else the CEO, etc, may "have no choice" but to divulge what
they know in order to save their asses. That's how the favor system
works, until there are so many people who can't do anything about
corruption even in the few instances where they'd like to that a lot
of things can go wrong, but very little of it can be undone.

Bull. They owe each other favors, and there are people who
have "careers" where most of what they do is keep tabs on various
criminals and make sure they can get in touch with each other when
they need to. Think of how few people there are making important
decisions in almost any organization. The military, the CIA, the White
House, the average multinational corporation, etc, etc, etc. If you
know someone at the top, it's fairly easy to get an "in", and from
there you can usually make it worth someone's while to cooperate with
you. That's how criminals work, from the CIA to what's left of the
mafia, and there isn't much left of the mafia because the CIA took it
from them through the FBI.
Sam Giancana bragged to his brother Chuck that the CIA let
them get away with drug-dealing in return for 10% of the profits; how
long did he think that would last? His career ended in the mid '70s
with five .22 caliber bullets to the back of the head, courtesy of
whoever it was that walked right past all his security the night
before he was due to testify before congress in relation to mafia
involvement in CIA plots to kill Castro.
Don't forget that the motive for corrupt officials to be
corrupt is profit. You may not be able to imagine how what William
Colby called "the cult of intelligence" thought, but if the only
motive is profit, it should be fairly easy for them to use their
official functions to have a lot of people who don't know what's
really going on working toward another end than the one stated.
