The weight limit tends not to be enforced to the nearest 100 grams, but
seriously overweight luggage will have to be checked as hold baggage.
Oversize carry-on luggage will have to be checked - this is stringently
enforced in the EU. (And don't forget about severe restrictions on liquids
and other items carried in hand luggage).
You won't be allowed to pay extra to get an increased hand luggage
allowance.
It may not be absurd but it is irrelevant.
