It is possible to have a green card and be a non-resident for tax
purposes. Of course, it is important to note that citizens and green
card holders that live outside of the US, might be subject to US income
tax on their foreign earnings.

While living in the US? I did not know that - but then I didn't have a
green card, so I never looked into that. It was always enough for me
try to keep all the tax stuff that actually applied to me straight in
my head :-)

Something I don't miss.

ICE and IRS do not have the same definition of resident alien.
You can be in the US illegally and still file a resident alien tax return.

13.5 talks about resident aliens and citizens living abroad. If you
are a foreigner who has no intention of staying in the US to
naturalize or immigrate, you do not have to pay social security or
medicare and it make sense because you do not intend to get the
benefit of it.

That is not correct. There are many people with green cards who don't
intend taking out US citizenship or living in the country permanently.
They are subject to SS and Medicare taxes. The green card simply allows
the holder to live and work in the US, and has nothing to do with
ultimately intending to acquire US citizenship.

I am not a lawyer so I can only describe in general terms. I'd think
a permanemt resident has no recourse to not pay either social security
or medicare. But a non-resident alien, in rare exceptions, do not
have to pay either.

However you did change your description of this. You first said
non-citizens, not "non-resident aliens", and most non-citizens paying SS
and medicare withholding are resident aliens (for tax purposes).
So, your original statement about non-citizens is not correct for most
non-citizens that pay the tax.

How on earth do you avoid paying SS and medicare? These things are deducted
from our pay before we get it, by our HR people. SS in particular is a big
cut our of our pay. We can make claims against the state and federal tax,
just like at home, based on deductions. But SS and medicare are a fait
accompli.

I can't advise you on how to not pay SS but it can be done and has
been done. Saving money, your money to begine with, will motivate you
to find the correct form from thousands upon thousands of Federal
Forms to file.
