No. I don't know the exact details because the rules may have
slightly chenged. Being an immigrant who naturalized a long long time
ago, I did it in the beginning in the early 80's. My point is the
fairness of the system does not change. Uncle Sam does not
intentionally screws anyone, foreign or native. If someone has no
intention of staying in the US to enjoy the retirement benefits when
he gets to the age, he doesn't need to pay into the system.

Apparently, if you are paying SS, you might not have to, but if you fail to
discover this, you are stupid.

I only come to the US and work here for enjoyment. It's a paid hobby. I
subsidise it with money from home, as no one could live in a 1st world
country while earning 2nd world wages.

It also is a bit stupid to state that non citizens don't have to pay it.
Some non-citizens working in the US don't have to pay it, however most
do have to pay it.

accountable to its masters, the taxpayers?

Because of the northeaster I didn't get my passport Saturday. But it
is in my mailbox today when I came home. The State Department added
24 blank pages to my fully stamped original passport. For those who
are interested, the original passport has 24 blank pages, numbered 1
to 24, for Visa stamps. The added pages are bound in the center fold
of the passport between pages 12 and 13. The new blanks are numbered
A through X.
