as far as I know there is the possibility of having a visa on arrival
you should need some documents provided by a travel agency though

you will find plenty of these agencies online
most of them are reliable
costs in Viet nam are ridicolous
you can buy 3 litres of home made bier for about 1 dollar
a good meal goes between 3 and 5 dollars.
( well the dollar is down now. so it might be somehow more expensive )
