Usually its an awful race.

Monaco is a fantastic setting, if not the best setting for F1. But the
racing is usually terrible. Monaco just reminds me of Mansel in hugely
superior car being stuck behind Senna and no possible way past.

I think we have seen drivers being more daring, and trying and making passes
recently.But its still generally boring, unless there is a crash or other
incident. Rain helps.

Cant they knock something down to make the track better? Or build out over
the water or something?

I loaded Monaco into my RaceO7 sim the other day and had a go round it
in a Caterham. It really is incredibly Mickey Mouse, absolutely no
"flow" at all.
Personally I thought it was a lot better before they added the
swimming pool complex, but then I'm an old man and prone to nostalgia
;-)

eliminations?

Same idea as drag racing but separate the cars by half a lap. Fastest
qualifier gets to chose his position.
I guess most would want to go last.
Flying laps would be OK for the first few rounds but for the semi and finals
do a standing start lap.
Let the winner of the first round losers eliminations back in at the semi or
quarter finals.

Why wouldn't it work?

When it's a knockout.

Race! Surely you mean procession!
Who says a Grand Prix has to be "a race"?
Eliminations work well in other sports, even other motorsports.
We all know Monaco as 'a race' is a bore.
Eliminations would make it a very exiting venue again.
OK I agree that I wouldn't want to see it on other tracks, however Monaco is
special but the track is too narrow to let the drivers 'race'.
Remember the old days when private owner F1 cars use to turn up at
hillclimbs and the Brighton speed trials?
