When the SC is deployed, the cars dash back to the pits to make their
stops, often blasting by incidents at full race speed.

Cars failing to slow their pace around the scene of an incident is a
problem. I don't recall the last time it caused a problem in F1, but it
has resulted in dangerous incidents in other road racing series. We had
two cars hit an ambulance at Lime Rock a few years ago.

The rule was introduced a little while ago (last season?) but the danger
has always been there.
