2009 F1 regulations

The FIA has finally published the F1 Technical and Sporting Regulations
on its website:

KERS is in, grooved dry tires are out, tire warmers are still in,
presumably the incredibly detailed bodywork restrictions reflect the
OWG's plan to reduce downforce by 50%.

The one thing that may be a surprise (although there had been some
reports of it earlier) is the provision of a driver-adjustable front
wing element to facilitate overtaking:

> 3.18 Driver adjustable bodywork:

> A single closed section situated each side of car centre line in the

> - lines 450mm and 800mm in front of the front wheel centre line ;
> - a vertical plane which intersects these lines at a distance 250mm
> from the car centre line ;

Interestingly, it isn't in the Table of Contents but is in the text...
I wonder if it was in the draft and was to be pulled, but someone only
pulled it from the TOC, forgetting to edit the body of the text...
