does nascar mandate where on the car it has to be?

Don't think so. It's usually put at the right front corner of
the windshield, so that it's out of harms way but hopefully will
be noticed by the driver if the engine gets hot.

i was just wondering, cause a "well placed"
overflow could be used to change handling of the
car, especially behind another car when the motor
runs hotter, and aero tightness occurs.

Eh? Could you elaborate a bit out your theory?

if car aero pushes and water temp goes up when
close behind other car, a little misting on the
right rear tire might loosen car up abit.

Generally, tho, the desirable solution is to get _more_ traction
at the end that's suffering, not to loose traction at the other
end.

I'd say not likely. You'd have to be crawling along pretty slow for any
water (or more likely water vapor) to make it down to the track near your
rear wheels.

a little developement on the pressure realease
valve could make it easy to control.

Close that valve when you are overheating for long & handling poorly will be
the least of your problems.
