If Newman left, I think Penske still has quite a few options
(assuming Newman doesn't wait until the day after Homestead to
leave). They're top-notch cars, so I think they'd be attractive
to any quality driver in Cup looking for a new seat, or to a
driver in open wheel who might want to move over. Or they could
drop back to 2 cars for a year, altho I think that's unlikely
for sponsorship reasons.
Roush, I think, expects NASCAR to give him an extension, or play
loopholes, or somehow keep 5 teams. If he doesn't, and he does
resign Biffle (which he clearly wants to), then you have to look
at McMurray as being expendible. I don't know when his contract
expires, but we all know Roush will simply make the ride unattractive
(can't find sponsorship, move all the skilled crew to other teams
etc) if he needs a driver to leave. (an interesting wild card in
the Ford side of the world is Kvapil, who has suddenly turned into
a right respectable driver. I could see him as a candidate for
a ride with a top-tier team (altho probably not Penske) which
might give Roush an opening to slide off either McMurray or Ragan
to Yates).
If Truex leaves then DEI is to RCR as Haas is to Hendrick.

Yeah, I don't think Montoya will ever win a whole lot of races,
but he's got the skills to win a race or so per year on the ovals.
And he's definately got the ability to get his sponsor on the TV.
The hot rumor now, of course, is Gibbs looking to Montoya as a
replacement for Stewart, if they're forced to let him go. That
I something I could easily see - the Hispanic market is big enough
to Home Depot that the opportunity to do commercials in both
English and Espanol would have to be attractive.
