I think it's reasonable for NASCAR to make the rule now, altho
I wish they'd let them have a little more than 1 degree.
The problem with the extreme adjustment that a few cars, like
Hornish, were doing is it puts too much angle between the axle
and the drive plate, and eventually if they kept going down that
path, they'd start seeing a problem with broken axles. Already
the Penske cars were making special axles with rounded ends to
allow the amount of angle they were using.
This is very analogous to when Leo Jackson & Harry Gant discovered
rear end camber back in the 90's. First it was good, then people
started overdoing it, axles started breaking, and eventually
NASCAR made a rule that limited everyone to a "safe" value where
the axles weren't at risk. The only real difference here is that
they made the rule before people started breaking axles.
(n.b. I'm guessing they picked 1 degree as the limit because
that's, as far as I know, the allowed limit for camber, and
that's known to work OK with the axles)
