Do you know if this newsgroup has a Charter/FAQ/Rationale and if so,
what does it say about off topic postings?

Yes, have read it, but I would question the "definitions".

Do you really think that everyone on these groups could, or
would, be willing to provide a comprehensive "definition" of an
"off topic" post? Or even agree on what constitutes an "off
topic" post?

If so, you are possibly more "mentally handicapped" than I
previously suspected. [Yes, this even surprises me :-) ]

Just for the sake of definitions, are you conversant with the
Richter scale for earthquakes.

It is a log scale, not a arithmetical scale. Do feel free to
check on this, of course!

Suppose that I could somehow predict a Richter Scale 5 or 6 in
your area, if I knew it.

I cannot, but you wouldn't be likely to believe me anyway, so why
should I bother to warn you?

How about a Richter 9.0? Do you want to be warned or not?

Do you really understand the scale of earthquakes? IMHO, pretty
doubtful.

If you don't know the difference between a Richter 5 and a
Richter 9, and even if I could estimate the epicenter under your
home, why should I bother to tell you about it, as you wouldn't
believe me anyway. :-8(

I don't usually bother to read your posts, or the posts from
MI5Victim@mi5.gov.uk, and seldom reply to either of you.

Still, I don't bother to "killfile" either of you, although could
easily do so.

As am an American, I place great value on "freedom of speech".

If individuals on groups such as these cannot simply refrain from
reading posts from people they may not like, they are free to
"killfile" them.

If they want complete censorship, they can make it a moderated
group.

As to my refusal to provide a valid email address, my ISP advises
its customers to refrain from doing so when posting on groups.

I do have a valid email address, possibly your email address is
"valid". However, why would I possibly want to email you?

Or anyone else on most groups? Why keep disagreements private?
Why not let the group judge?

How would you question the 'definitions' and why?

Where you around in the days it was up for public discussion and you
were able to express your opinions?
If not, why not?
And if you do not like it now, what steps have you taken to have it
changed?

You use of calling posters 'mental [whatever] is providing a valuable
insight to your own mental problems.

Shows how much you know - I have encountered many earthquakes
including 7 plus.
Afterall, part of my University studies was done in New Zealand
[University of Canterbury/Geology faculty].

Obviously you have never read the Usenet FAQ which states:
4. Usenet is not a right.

Some people misunderstand their local right of "freedom of speech"
to mean that they have a legal right to use others' computers to
say what they wish in whatever way they wish, and the owners of
said computers have no right to stop them.

Those people are wrong. Freedom of speech also means freedom not
to speak. If I choose not to use my computer to aid your speech,
that is my right. Freedom of the press belongs to those who own
one.

Note for someone who states they have been around Usenet for some 10
years, not all systems i.e. Google etc,
have killfile capabilities.

Who is 'they'?

For whatever reason/s of course only known to yourself, you cannot
seperate 'censorship' and 'unmoderated'.

It is respect of any groups TOS/Charter et al that every poster
'should' undertake if they wish to participate.
It is not about censoring one's posts. You do not respect
newsgroups TOS/Charter's et al.

Only and only when a group overloads on off topic, non-relevant et al
postings, is something usually done.
Over the years, I have seen many newsgroups, including Usenet
Australian groups, 'die' because of off topic, non-relevant
postings.

I believe you are a newbie to Usenet otherwise you would clearly
understand what is required for a newsgroup to become 'moderated'.

Perhaps as you have suggested it so often, and as you say you value
your freedom of speech and believe many of your off topic et al
postings are relevant, you may like to take the first steps to have a
discussion purely on this subject of course per the Usenet protocols.

This group looking back through their archives, has managed
successfully to be an unmoderated group.
However from emails I have received from long time 'lurkers/previous
posters' and others, no-one can remember when there was a poster such
as yourself [commonly called a ******].

Please provide the url of your ISP's TOS/AUP which clearly states
this.
It would be a first amongst ISP's that I am aware of.
