Cup size

Does the brewing instructions that go with most teas
( X amount of tea per cup of water ) mean 8 ounce measuring
cup or 5~6 ounce tea cup?

Most often they mean 6oz, but 8oz. is not really an issue. Just like
coffee they usually tell you to use more than needed to use it up
sooner and buy more. I normally start with a set amount for each type
of tea and then adjust up and down from there to see if I notice any
change, some teas can be cut down to almost half the normal amount
with no real taste difference. It pays to experiment.

I usually use a teaspoon of tea to an 8 ounce mug. There's a
possibility that some would consider this too weak for some teas.
