reel to reel equipment... does it exist

I am looking for a device to manually (or any other method) rewind
reel to reel tapes.
Does such a thing exist... if so where can I buy one? Need such a
device in order
to apply tape cleaner, lubricants, etc. to tapes.

How about a reel to reel tape recorder?

If you can't find that or get it to do what you want, I would suggest making
one.

What planet are you from? Most people here on earth would rather not
invest twenty thousand hours in a machine shop doing what can be accomplished
in 5 minutes on ebay with money equivelent to 10 hours labor.
