Firstly, the fuel is not being shut off. If the fuel tap is vacuum
operated of by some other means, then it has a problem and should be
fixed.
If the tank is not rusty, then the fuel inlet valves could be sticking.
Running some SeaFoam through it with the gas may cure the problem.
If the tank has rust in it, it should be cleaned. Sealing would be a
good idea. POR-15 makes a tank sealing kit that works well (I've used it
on two tanks). If rust flakes have the valves jammed, then manual
cleaning of the carbs will be required.
Installing an inline fuel filter would be a good idea. Running SeaFoam
through it on a regular basis will help a lot as well.
