OK , now that I'm done panicking ... turns out it's called a part throttle
mixture adjustment , and it can be tuned . And it controls the metering
needles at ... wait for it ... part throttle !
And I learned a lot more about tuning the carb as a whole while looking
that tidbit up on the internet .
