electrical issues

i'll start from the begining its a 1978 Honda 185cc Twinstar. i got it from a
guy where it had been siting in a barn for 10 years 2500 miles great
condition for an original 30 year old bike. when i got it the lights were
funky, sometimes they would work sometimes they wouldnt sometimes they would
work the opposite, so i replaced all the bulbs and that didnt help, the
starter did work. i get it out this spring and none of the lights work at all
and the starter dosnt work so i hooked a charger up to it to see if it wosn't
making enough juice but that didnt work, i used a continuety light in the
bulb sockets and its enough to light that up and it works right all the
swiitches except the turn signals dont flash, i noticed the taillight
filiment was burned out so i got a new one and now the filiment glows orange
like a burning orange. any help to get this old gas saver legal thanks

You could start by cleaning up all your connectors. Most likely
there are some dirty and/or loose connections. There could be
other problems too. The glowing tail light sounds like dirty
connectors for sure.

Or maybe it sounds like a 10 year old battery that now puts out about 2
volts and just enough current to light one little bulb.

Is it possible that he has not put in a new battery?
Never mind; rhetorical question.

Aside from making sure you've got a good battery (after all that time,
forget about re-filling and re-charging the old one -- spring for a new one
and charge it before installing it), possible problems could include bad
(loose, corroded, whatever) contacts and generally bad ground(s). The
exposed ends of the wires (where they go into the contact clips) could have
corroded, so when you replace contacts, make sure you remove enough
insulation to make sure the ends of the wires (where you wouldn't normally
see them) are clean.

Don't forget to clean the switch itself. They get corrupted when it
sits that long.

Also, check the condition of, and the connections at, your fuses.
