Depends on your phone service. In some cases, you are charged for all calls,
usually called message units. Message units are based on both time and
distance.

Additionally, the phone companies split the area into LATA's- calls that
cross a LATA boundary may be charged as long distance, depending on who the
phone co is on the other side of the boundary. In some parts of the nation,
the tides and the phase of the moon also affect phone company rates

If you really want to understand phone company billing, you will need to
research the tarriffs. The tarriffs were generally written by people whose
writing was too confusing to be a part of the US Tax Code.

Those who wrote the tarriffs started writing tax codes and found them
to be to simple.

Local or long distance, we all pay the piper just a bit to much.

Over 60 years ago, when I was about 10 years old, I was annoyed by the phone
company's practice of not charging anything for "local" calls.....My friends
mother's would talk for hours when all they had to do was walk across the
street! They frequently made it impossible for me and my friends to get
through with something important for a few seconds.....Even then, I knew
that letting people use the phone an unlimited amount of time over a short
distance for free was a big mistake.......Now, some 60 plus years later, I
still think so. It is always a mistake to steal from Peter so Paul can get
something for free......The privilege will always be misused.... . it 's
called, "Spending other people's money."

How can you call it a mistake if it lasted for 60 years?

The phone co's have made plenty of money with the fixed tariff scheme.
I'm not sure about the US, but in Canada long distance rates used to
subsidize unlimited local calling. This was part of the government
approved rate structure. This has changed in recent years and the cost
of the phone line has gone up. I'll shortly change my phone to cable
based and the monthly fixed charge will be 40% less.

When I first started on AOL they charged you by the minute. Didn't
stay on too long back then. Then AOL switched to unlimited time for a
fixed monthly fee. This worked a lot better, however, my local phone
company was still charging by the minute, even on local calls. This
was a very old plan that they had never changed on my home phone.
I remember consecutive monthly phone bills of over $400 and $600 a
month for something like 15000 minutes.

I called them up and protested that there must have been some mistake
since I would have had to be online for 8 hours a day to rack up those
charges. They waived the charges and moved me to the normal plan.
Turns out that a check of my AOL online acitivity showed that I was on
for that amount of time. Guess you could say I was addicted, back
then. Of course, back then I'd stay on half the night hanging out in
the golf and stereo chat rooms and sending IM's to all the people on
my Buddy List.

These days AOL can go fuck itself. They've ruined everything they
ever had that was good ... even deleting their newsgroup feed.
And just try calling them up with a problem. Some red dot in India
will tell you, "We are so sorry that you are having problems. We
suggest you find a different internet provider." No kidding.
Fuckin cow worshippers.

With cable, I am "on line" whenever my computer is left on, and sometimes
that means days in a row. But the server is only active when traffic is
happening, which is usually only less than one hour a day. And there is no
reason to charge me when the server isn't doing anything for me. - I once
telephoned AOL. and had them walk me through completely removing anything
AOL-related from my machine.....Their logo was everywhere on my home page,
and most everywhere else, too. They were not too happy, but it was the best
move I ever made.....:^)
