Dead battery, as others have mentioned.
If you ever want to fire the shutter with no film in the
camera, the easiest way is to open the back, advance
the frame counter to a non-zero value with the little
knurled knob that sticks out the top, hold it there,
and close the back.
Pentax 67 is a wonderful system. Enjoy.
