If you know anybody that reloads their own shotgun shells, buy a few pounds
of birdshot off of them. (with lead prices what they are, you don't want to
have to buy a 25lb bag just for this project - I've seen some 5lb lots for
sale online, but they're still pricey to ship) Put it in a heavy plastic
liner inside a canvas or leather cover, and you should have a nice stable
platform for draping over handrails and such. If you use fabric, put some
leather or rubber on one side to grip whatever you set it on.
Ideally regardless of what filler you use, you'd want the volume of the bag
to be large enough that the shot can move freely, but small enough that
there won't be any large gaps inside when it's draped.
