Flickering eyes and other neurological symptoms

About a month ago, my eyes started flickering - the best way to
describe it is looking at a computer monitor with a repetition rate of
maybe 10 Hz or so? I have it 24/7 but it's much more noticeable
when I look at monochromatic walls. My refresh rate on the retina
seems delayed, meaning that when I look at an object and then close my
eyes, I still see the reverse object for about 30 seconds. The
symptom is symmetric in both eyes so it makes me think it's a problem
in the brain, not the retina. I also had a sudden burst of floaters
that began a few weeks earlier.

I've seen a neuro-ophthalmologist, 2 ophthalmologists and a retina
specialist; one guy a minor stroke could be a possible explanation;
another said it could be a vitreous detachment. At the same time,
I've had other symptoms such as peripheral neuropathy (feeling of
being on pins and needles) throughout the whole body and cognitive
impairment. I also saw a neurologist; the brain MRI looked clean.
The doctors are baffled. Has anyone experienced anything similar or
know of an illness that would produce such eye and nerve problems?
